REGIONAL ASSET MANAGER
Position Purpose:
This position is responsible for the overall property management functions. This person will work with a number of external and internal resources depending on the complexity of the properties. These resources include property managers, various levels of internal staff. This position is accountable for the management of the properties, the maintenance of the Assets and overall property performance. The management of properties is comprehensive in nature including the maintenance and upkeep of all buildings, environmental systems, and grounds as well as the total financial administration. The position ensures through qualified staff that each property has an annual operating budget developed and prudently managed in compliance with NHA goals and policies. The position is ultimately accountable for maintaining performance standards, which achieve the results necessary to ensure efficient housing operations, and improve employee productivity through staff development and training. This includes setting high ethical standards in all property and financial operations.
Summary of Primary Accountabilities:
- Manages portfolio to achieve overall NHA quality, occupancy, cost and revenue goals. Obtain timely reports from property management operations, constructions activities, and develop watch list for each site to ensure compliance with NHA operation goals. Analyze data for quality and sufficiency, conduct quarterly evaluations of the entire portfolio, prepares recommendations for internal watch-list, and prioritize actions.
- Reviews and approves detailed goals for each property, create sub-portfolio level goals in support of the NHA portfolio
- Provides overall portfolio analysis and risk mitigation activities
- Ensures that all housing communities are maintained and managed in compliance with prescribed health and safety conditions, and that all exterior and grounds are visually attractive and safe
- Provides overall supervision of assigned property management staff by selection and training of individuals. Coaches and counsels staff on performance, taking the necessary steps to correct performance problems, as needed
- Maintain positive management/resident relations through the resident association officers and members. Meet regularly with property managers, resident association and members to determine community needs, concerns, etc. Addresses any pertinent resident/community concerns in a timely manner.
- Ensures the development and maintenance of consistent inspection schedules for the community facilities and grounds with each property manager maintenance superintendent to identify areas that need improvement and provides assistance in developing measurable plans of action for accomplishing the work. Exercise prudence in budget planning in accordance with Asset Based Budgeting and administration.
- Oversee the ongoing monitoring of interior inspections of dwelling units ensuring that they adhere to an annualized schedule that complies in timeliness and quality with established NHA policies and procedures
- Ensures that established policy relative to legal cases when residents have not consistently met conditions and provisions stated within the lease agreement are being followed by on site staff.
- Keeps abreast of the availability of specialized maintenance services or contractor-provided services using timely coordination with the maintenance staff. Use needs assessment and budget availability as determining factors
- Monitors the preparation of vacant units for occupancy or request assistance from the Maintenance staff or appropriate contractor when the need for service and budgets permits. Maintains a vacancy preparation/control schedule that complies with established unit turnaround time.
- Oversee the development of site operating budgets in conjunction with each property manager for review by the CFO and COO, and monitors actual versus budgeted expenditures, of all sites, within the portfolio, on a monthly basis to ensure budgetary control.
- Ensures that site meets all established PHAS indicators.
Job Specification
This position requires:
- A Bachelor’s degree in Business, Accounting, Real Estate, Finance, or equivalent experience is required. An advanced degree is strongly preferred
- Ten or more years of multifamily real estate/finance experience
- Public Housing Management
- Strong experience in Asset Management, portfolio management and project management
- A strong background in community development field is highly desirable
- Expertise in financial analysis and modeling, real estate assessment, and risk evaluation skills with demonstrated ability to prepare concise, accurate analyses for decision-making
- Proven customer skills with demonstrated interpersonal skill in the area of conflict management resolution.
- Experienced in effectively partnering with internal and external constituencies
- Demonstrated effective interpersonal, written, verbal and presentation skills
- Strong relationship management and communication skills within a team environment
- Ability to be creative and innovative in developing solutions for internal and external partners
- A strong sense of urgency about solving problems, meeting challenging deadline, and achieving critical goals
- Establishes and maintains relationship internally and externally that are critical to the success of the business
- Executes and delegates deliverables to ensure that timelines and results are achieved by holding self and others (employees, vendors, contractors, peers, cross-functional teams) accountable.
SALARY: $ 68,335 - $84,500
