Dashay Carter

Chief Human Resources Officer


Dashay Carter, born and raised in Newark has dedicated both her career and civil life to education, advocacy and service. At the age of 24 she became one of the youngest female school board members ever elected to the Newark Board of Education. Committed to public service, Dashay served in the United States Army for 10 years as an Aviation Operations Specialist and a Human Resource Specialist. In 2018 she became the Chief Human Resources Officer at Newark Housing Authority. Dashay received her Bachelor of Arts from Emory University and her Masters in Public Administration from Rutgers Newark. She holds the following certifications: SHRM- SCP (Society For Human Resource Management- Senior Certified Professional), RAD PBV Specialist, Public Housing Management, and Supervision and Management.  She also completed Rutgers Labor and Employment Law Certificate Program in 2022. She is currently a 2LE student at Rutgers Law Newark. Currently she sits on the Board of Trustees at Marion P. Thomas Charter School as the Vice Chair. Additionally, she volunteers as a “Big Sister” for Big Brother, Big Sister of Essex, Hudson, and Union County. She is an active member of St. James AME Church here in Newark and an alum of Leadership Newark. Dashay is a proud member of Delta Sigma Theta Sorority Incorporated.
