Samuel Moolayil
Chief Financial Officer
Samuel Moolayil’s nearly 30 year career has spanned multiple Public Housing Authorities (PHAs) specializing in the management and administration of various federal, state and local grants for PHAs. He is a financial professional with experience in developing and driving strategic goals with a focus on project based financial reporting and analysis, including consolidations, forecasting, capital and operating budgets, systems implementation, treasury functions, payroll, accounts payable and contract management oversight. He has a record of developing and implementing innovative solutions utilizing a highly motivated team approach resulting in increased efficiency, internal control, policy development, process improvement and overall performance for PHAs.
Prior to coming to NHA, he served at Jersey City Housing Authority as Chief Financial Officer for three years. During his tenure, he transformed the JCHA’s Financial Assessment Sub System (FASS) scores from 7 out of 25 FASS-Troubled in FY 2015, to 23 out of 25 FASS-High Performer in FY 2018 in less than 3 years. Moolayil received the highest honor of Award of Excellence in Financial Reporting from Governmental Financial Officers Association (GFOA) for Jersey City Housing Authority (JCHA) for the FYE 2015 within 9 months of joining as CFO. He received the Award of Excellence in Financial Reporting from Governmental Financial Officers Association (GFOA) for the FYE 2015, 2016 & 2017, three consecutive years.
Mr. Moolayil rejoins Newark Housing Authority where he served as the Assistant Fiscal Officer, Assistant Director of Finance and Acting Director of Finance from 1994 through 2015. During that period Moolayil earned multiple NHA and HUD recognitions.
Additionally, he serves as a Special Review Committee member of Comprehensive Annual Financial Reporting (CAFR) for the GFOA of US and Canada, an organization of public finance officials over 19,400 members throughout the United States and Canada headquartered in Chicago.
He holds a Bachelor’s Degree in Accounting and an MBA in Finance.
