ASSISTANT ASSET MANAGER

SUMMARY: This administrative position supports the Asset Manager and the Department of Operations. Under direction of the Asset Manager, incumbent performs the following functions: applicant screenings in accordance to NHA procedures; making decisions on the determination of the acceptance or rejection of applicants; coordinating unit offers and unit showing; pre-leasing activities and all functions pertaining to marketing and leasing apartments; coordinating move-in activity with site management; may take the lead in a small clerical unit; and doing related work as required. COMPLIANCE MANAGER

SUMMARY: Under the direction of the Director of Procurement and Contracts, this position is responsible for developing and monitoring the NHA’s overall compliance review strategy and processes to ensure that all policies, laws and other requirements of the applicable legal, regulatory, Federal and State entities, agencies are met. The incumbent will provide outreach to potential minority/disadvantaged contractors and small businesses working to enhance their chances of successfully competing for Newark Housing Authority (‘‘NHA’’) contracts. This position will perform necessary contract compliance work on various provisions including contractors’ affirmative action and compliance with other NHA contract requirements such as Prevailing Wage, Buy America, etc. This position will also provide support to the broader goals of the NHA, including providing back-up and performing special projects. The Compliance Manager also performs other duties as assigned.

CONTRACT SPECIALIST

SUMMARY: Under general instructions from the Director of Procurement & Contracts, or her/his designee, the Contract Specialist (CS) performs developmental and/or recurring assignments as part of the Authority’s centralized procurement department. The CS procures supplies or services primarily through formal advertising, or through limited use of negotiation techniques. Negotiated transactions are usually developmental assignments designed to increase the employee's skill and knowledge. Requirements involve standardized specifications and established markets. Typical examples include equipment, materials, supplies or services in support of maintenance, repair and operations functions. The CS also performs other duties as assigned.

HR GENERALIST

SUMMARY: This position supports all Authority operating departments, the Director of Human Resources, Director of Labor/Employee Relations. Supports operating units by implementing human resource programs; solving performance problems. As needed, position assists in all department activities, including collaborating with unions and assisting with union agreements. The Human Resources Generalist is responsible for driving the implementation, administration, training, tracking and communication of all human resources policies and programs including performance management, talent management, employee relations and HR-related compliance. SEASONAL BOILER OPERATOR

DEFINITION: Under direction, operates and makes minor repairs to stationary steam boilers or steam generators and auxiliary boiler equipment serving: (1) a building of public assembly and having the safety valve set at fifteen pounds per square inch gauge or less and having 499 square feet of heating surface or (2) having safety valves set higher than fifteen pounds per square inch gauge and rated over six boiler horsepower but not over 500 boiler horsepower or (3) having safety valves set higher than fifteen pounds per square inch gauge and rated over 500 boiler horsepower but not over 1,000 boiler horsepower on a shift under the general supervision of a properly licensed engineer or (4) having safety valves set higher than 15 pounds per square inch gauge and rated over 1,000 boiler horsepower on a shift under the immediate direction of, and responsible to, a properly licensed engineer in charge of the shift; does related work as required.

Sr. Contract Compliance Manager

SUMMARY: Under general direction, to implement and administer programs of compliance with federal and state labor standards including, but not limited to Davis-Bacon and Related Acts and New Jersey State Prevailing Wage Act, and equal opportunity regulations and policies for construction and professional services contracts; to conduct outreach to the local and disadvantaged-owned business community; to monitor effective compliance through appraisals, inspections, investigations and meetings; to recommend appropriate action to effect compliance and to seek appropriate measures for non-compliance; prepare and distribute program performance reports; and to perform related duties as required. This position is responsible for developing and monitoring the NHA’s overall contract compliance review strategy and processes to ensure that all applicable policies, laws and other requirements of legal, regulatory, Federal and State entities having oversight authority are met. This position will interpret applicable laws, regulations, and guidelines to ensure NHA has a compliant program, provide education and training to departmental staff and vendors, supervise subordinates in the performance of this work, and respond to ad hoc requests for data and information. This position will also provide support to the broader goals of the NHA, including providing back-up to routine and non-routine procurement activities and performing special projects.
