PUBLIC HEARING & OPPORTUNITY FOR PUBLIC COMMENT DRAFT PHA ANNUAL PLAN, FIVE-YEAR PLAN, ACOP & HCV ADMINISTRATIVE PLAN
TAKE NOTICE THAT THE HOUSING AUTHORITY OF THE CITY OF NEWARK (NHA) IS PROVIDING NOTICE OF A 45-DAY PUBLIC COMMENT PERIOD AND PUBLIC HEARING REGARDING ITS PROPOSED PHA ANNUAL PLAN, FIVE-YEAR PLAN, ADMISSIONS AND CONTINUED OCCUPANCY POLICY (ACOP), AND HOUSING CHOICE VOUCHER (HCV) ADMINISTRATIVE PLAN.
NHA is making the following draft plans and proposed policy changes available for public review and comment:
•Draft PHA Annual Plan •Draft Five-Year Plan •Proposed Changes to the Admissions and Continued Occupancy Policy (ACOP) •Proposed Changes to the Housing Choice Voucher (HCV) Administrative Plan
The Housing Authority of the City of NEWARK (NHA) will have a forty-five (45) day public comment period for its Draft 2027 Annual Plan and Five-Year Plan commencing on September 21, 2026, through November 5, 2026. All comments should be made in writing and delivered to 500 Broad Street, Newark, NJ 07102 and made to the attention of Leonard J. Spicer, Executive Director. All comments must be received by 5:00 p.m. on November 5, 2026.
Two (2) Public Hearings to present comments regarding the Draft PHA Annual Plan, Draft Five-Year Plan, proposed ACOP changes, and proposed HCV Administrative Plan changes will be conducted as follows: Date: November 10, 2026 Time: 10:30 a.m. and 6:00 p.m. Location: Central Office: 500 Broad Street Multipurpose Room Newark, NJ 07102
Following completion of the 45-day public comment period and Public Hearing, NHA will review and consider all comments received and make revisions, as appropriate. The NHA Board of Commissioners will consider the PHA Annual Plan, Five-Year Plan, proposed ACOP changes, and proposed HCV Administrative Plan changes for approval at the Board of Commissioners Meeting on November 20, 2026. A separate notice will be published for this meeting. Copies of the Draft PHA Annual Plan, Draft Five-Year Plan, proposed ACOP changes, and proposed HCV Administrative Plan changes will be available for public review and inspection during normal business hours throughout the 45-day public comment period at the NHA Central Office, 500 Broad Street, Newark, NJ 07102, and at designated NHA locations.
