Mildred Motley

Mildred A. Motley has over 30 years experience working in the public housing/affordable housing industry and with municipal entities as an attorney, administrator and consultant. In her most recent engagement as Executive Director of The Housing Authority of the City of East St. Louis, she fully transitioned the Agency out of HUD receivership into local control in two (2) years with successful strategic planning and repositioning of the agency’s priorities and policies. Ms. Motley has also conducted, as part of a team hired by the U.S. Department of Housing and Urban Development, independent management assessments of public housing authorities and participated in the implementation of the recommendations made to strengthen the management operations of the authorities reviewed. In addition to Mildred’s management experience, she has direct experience in the legal aspects of operating a public housing authority. Having served as Staff Attorney and General Counsel at a large public housing authority. Mildred has a bachelor’s degree in Psychology (English minor) from the University of Illinois Urbana-Champaign and a Juris Doctorate from Washington University School of Law, St. Louis, Missouri.  Mildred enjoys spending time with family and friends, traveling and theatre.
